For a Level 2 application, the foreign resident should generally prepare:

  • Original passport.
  • Valid temporary residence card or permanent residence card.
  • Form TK01 information.
  • Vietnamese mobile number and email, if available.
  • In-person facial and fingerprint verification.

Foreigners holding only a short-term visa or e-visa should not assume that they can obtain a Level 2 VNeID; current practical guidance focuses on valid TRC or PRC holders.

From June 1, 2026, online immigration filings — including entry approvals, visa extensions, work-visa applications, exit visas, and TRC applications — may be submitted through the organizational VNeID portal. Implementation has not been uniform, and companies may encounter technical or dossier-verification issues.

Rollout order

Setup sequence for an FDI company

  1. Appoint the legal representative. Ensure the ERC and company charter accurately record the person's identity and authority.
  2. Secure the legal representative's residence basis. This may be a TRC, PRC, or another status accepted for Level 2 registration.
  3. Register personal Level 2 VNeID. Complete the in-person biometric process.
  4. Register the organizational VNeID. The legal representative uses the personal account to initiate the company's account.
  5. Authorize operational users. Delegate appropriate access for HR, immigration, tax, accounting, and corporate filings.
  6. Test the portal before a deadline. Do not wait until a work-permit, visa, or TRC filing is urgent.
  7. Update changes promptly. Renewed passports, new TRCs, changed legal representatives, mergers, and address changes may require account updates.
What it replaces

Immigration planning impact

VNeID does not replace:

  • Investor visa or DT status.
  • Temporary residence card.
  • Work permit.
  • Work-permit exemption.
  • Enterprise or investment registration.
  • Corporate power of attorney.

Instead, it is becoming the digital authentication layer used to access those procedures. This means a company can be legally established yet still face operational delays if its foreign legal representative cannot complete personal Level 2 verification or the company has not registered its organizational account.

Foreign-resident readiness

Foreign legal representatives should obtain a valid TRC/PRC and Level 2 VNeID early. The company's organizational VNeID may be needed for online immigration and administrative filings, and traditional portal credentials or USB-token access may no longer be sufficient.

The current framework is based on Decree 69/2024/ND-CP, but implementation remains uneven, particularly for newly established companies and entities whose only legal representative is based outside Vietnam.
