5. Documents for the Retail Outlet Itself
Location and Premises Information
The dossier should address the address of the retail establishment, the overall area and surrounding areas, the specific area to be used, and compliance with applicable location requirements. In practice, the licensing dossier should be consistent with the lease, ownership documents, floor plans and other premises-related materials — a discrepancy in address, floor area or description can trigger clarification requests.
Business and Market Development Plan
Addresses proposed retail activities, market development strategy, labour demand, and expected socio-economic impact. The plan should be consistent with the licensed activities, the goods to be sold, the outlet's scale, the financial plan, and the enterprise's investment and corporate registrations.
Financial Plan
Explains how the retail outlet will be funded — available capital, funding sources, financing arrangements, and financial capacity documentation, including audited financial information where applicable. A small retail project and a multi-outlet expansion strategy should not necessarily be supported by the same level of financial documentation.
6. Documents for Additional Retail Outlets
Document requirements may become more complex for additional retail outlets. The pathway depends on whether the proposed outlet is the first retail outlet, an additional outlet not subject to ENT, or an additional outlet subject to the ENT procedure. The ENT analysis may require additional supporting materials relating to the proposed location and the applicable assessment criteria — document preparation should therefore begin with classification of the outlet rather than immediately collecting standard premises documents.
7. Documents for Regulated Goods and Activities
A Business License does not replace licenses or approvals required under specialized legislation. Depending on the business model, this may involve pharmaceuticals, alcohol, certain food products, petroleum-related products, chemicals or hazardous materials, specialised logistics, or other regulated goods and services. The relevant sectoral dossier may require documents relating to premises, warehousing, equipment, personnel qualifications, technical standards, product registrations, food safety and quality management systems.
The Business License document review should include a separate sectoral assessment — otherwise, an enterprise may obtain the Business License but still be unable to commence the regulated activity.
